An Assignment on Internationational Selection Crieteria Using CRS: A Comparative Analysis Between CIC and BPSC

Introduction:
This paper focuses on a comparative analysis
between the selection crieteria of
Citizenship and Immigration Canada (CIC) and Bangladesh Public Service
Commission (BPSC) using Comprehensive Ranking System (CRS). We have prepared
this report on the basis of information provided in respective organization’s
website.
Overview of the
Organization:
Citizenship and
Immigration Canada (CIC):
Citizenship and Immigration Canada (CIC) is is the department of the government of Canada with responsibility for
matters dealing with immigration to Canada, refugees, and Canadian citizenship. This department was established in 1994 following a
reorganization within the federal government.
The new name of CIC is Immigration,
Refugees and Citizenship Canada (IRCC).
The profiles of candidates in the pool are ranked
against each other, under a Comprehensive Ranking System. The highest
ranked candidates will be considered for an invitation to apply for permanent
residence. Candidates under Canada Express Entry 2018, receiving an invitation
to apply, must quickly submit a full application, within a delay of
90-days. The government aims to process cases in only 6-months.
Bangladesh
Public Service Commission (BPSC):
Bangladesh Public Service Commission a constitutional body established
primarily to recruit persons for various services and posts in the government.
It is also involved in decision processes relating to other service matters
such as promotion, posting, transfer, discipline, and appeal of the government
servants. The main purpose of constituting such a body is to ensure that all
decisions relating to recruitment and other service matters are made consistent
with the principles of merit and equity. BPSC is the policy setting and recruitment
body of Bangladesh Civil Service (BCS)
which recruit in 28 cadre services.

To immigrate in Canada, there is an online
immigration application system which is called Express Entry (EE) system. It
allows people to submit a profile and be considered as a skilled immigrant.
Candidates with the highest rankings are invited to apply for permanent
residency. There are four programs that are applied through Express Entry:- Federal Skilled Worker Class
- Federal Skilled Trades Class
- Canadian Experience Class
- Provincial Nominee Class

Point System
|
CIC has points system on every factor. Total points 100 and
qulifing point is 67 for skilled worker program.

Examination System
|
CIC does not take any examination for immigration to Canada. But
a candidate of Canada immigration, is to be qualified attending in different
exams governed byother bodies. For example IELTS governed by British Council
and IDP, physical test by panal doctors recommended by Canadian government,
viva voce conducted by Canadian High Commisstio etc.

A BCS candiate is to be qualifed in five stages of exams and verifications.
Such as priliminary test, written test, viva voce, medical test, police
verification . After passing the priliminary test the selected candidate is
to attend in written test, after qualifing in written test the cadidate will
face viva voce. If he/ she become qualified then the medical test and police
verification will be held. If all the things be positive, than a candidate
will be a BCS cadre.

Age
|
The age factor varies the points in selection process. The
maximum 12 point is allocated for the
age factor. 18 years to 35 years cary
the highest points 12. After 35 years the points will become gadually
lower till 1 point. Maximum 46 years old individual can be countable in this
point system. The points allocation
from 36 years to 46 years are : 36 years = 11 points, 37 years = 10 points.
38 years = 9 points, 39 years = 8 points, 40 years = 7 points, 41 years = 6
points, 42 years = 5 points, 43 years =4 points, 44 years = 3 points, 45 years = 2 points,
46 years = 1 point.

If
the age limit of the candidates is below 21(Twenty one) and above 30(Thirty)
on the first date of the month when the advertisement is circulated by the BPSC
he/she will not be considered as worthy candidates of BCS examination. The
maximum age limit of freedom fighters and their sons daughters, disable
candidate and BCS (Health) cadre candidates is 32(Thirty two). In
case of BCS (General Education) BCS (Technical Education) and BCS(Health)the
maximum age limit of tribal candidates is 32 (Thirty two) and in others
cases, the age limit is 30(Thirty).

Language
|
A good IELTS score is required
to be eligible for application. Moreover, French is also the official
language of canada. So, skill on French language caries a remarakable scores.
|
No IELTS is required in this case. But in the exam English skill
is mesured. 35 marks in BCS priliminary test and 200 marks in written test are
allocated to test the English skill of the candidates.

Education Level
|
Minimum education level is higher socondary if it is acknowledged
assesing the cirtificate by
Educational Credential Assesment of World Education Service. Maximum 25
points is allocated for education and those candidates will get 25 points who
have the Master or PHD degree.

According to the BCS (Age, Qualification and
Examination) Rules-2014 educational qualification for general cadres is- A
Master’s degree from any recognized university or a degree that requires at
least 4 (four) years of education after passing Higher Secondary Certificate
(H.S.C) Examination or equivalent. Provided that a candidate having more than
one third division/class in his academic career shall not be eligible.
Educational qualification for technical/
professional cadre depends on respective cadres. Generally a graduation
degree is needed for being a candidate in professional/technical cadre.

Work Experience
|
In
case of Federal Skillled Worker program 1 year full time (30 hours/week,
total 1560 hours) and in case of Federal Skilled Trade program 2 years full
time (30 hours/week, total
1560x2hours) work experience is required. The job must be the same as the quoted
in NOC list.

A
candidate may work in anywhere before final selection. But it does not bear
any marks to be qualified as BCS cadre. So, it can be said that for the job
under BPSC, previous work experience is not required.

Job Offer
|
Job offer from Canada is
mandatory in some cases and it increases the points to be eligible for
immigration. Such as in case of skill
trade, job offer is obligatory.

Since, BPSC recruits new candidate in government job. So, we can say that BPSC offers the job. But previous
job offer is not required to be recruited like CIC.

Comments and Conclusion:
In conclusion, we can say as a summary of
previous discussion that, the new name
of CIC is Immigration, Refugees and Citizenship Canada (IRCC).
But we say it CIC as its website name. CIC and BPSC both are totally different
body of two different countries. The purposes of these two bodies are also
different which is cleare from the above discussion to us. Although CIC process is PR (Parmanent Resident) process.
But this process can be used in the recruitment field for an impartial and
efficient civil service in the country.
